UMPIRES

• Teams pay umpires at the plate (cash or check)

• Umpire Assignments:

  • 7u/8u/Coach Pitch: 1 umpire

  • 9u–13u & JV: 2 umpires

• Rates:

  • 7u–12u: $65 per umpire

  • JV (13u/14u): $75 per umpire

• Umpire Organization: EOA

 

SCHEDULE

• We will attempt to accommodate schedule requests, especially for teams traveling longer distances

• All requests must be submitted via the portal or email by May 7th

• No pool play matchups vs. teams from the same organization

  • Exception: Bracket play follows seeding—no adjustments

FACILITY RULES

• NO PETS ALLOWED

• Please respect all City of Chesapeake facilities and park rules

• Inform parents in advance—dogs will be required to leave

 

WEATHER / RAINOUT POLICY

• Monday (May 25) will be used only if necessary

• Goal is to complete tournament by Sunday

• Teams should remain available for Monday if delays occur

 

Withdrawal Policy

• Before May 1: 100% refund minus technology fee if paid via credit card

• Post May 1: 100% refund in form of credit towards future event.

• After schedule releases: 0% refund

POOL PLAY

• Time Limit:

  • No new inning after 1 hour 45 minutes (9u & up)

  • No new inning after 1 hour 20 minutes (coach pitch)

• Games may end in a tie

• No extra innings

• Home team determined by coin flip

 

Official Game

• After 3 innings, OR:

  • Home team leading after 2.5 innings

  • Visiting team leading after 3 innings

 

Weather / Field Issues

• If inning is incomplete and both teams have not batted → revert to previous inning

• If game is not official → resume from point of suspension (completion only, not stats)

 

Important

• Be ready to play up to 30 minutes early

BRACKET PLAY & CHAMPIONSHIP

• Time Limit:

  • No new inning after 1:45 (9u & up)

  • No new inning after 1 hour 20 minutes (coach pitch)

• Championship Games: No time limit

• Higher seed chooses home/away

 

Extra Innings

• California Tie-Breaker Format:

  • Bases loaded, 1 out

  • Last 3 batters occupy bases

 

CONCESSIONS

• Full concessions available onsite

 

ROSTER

• Must be submitted online prior to first pitch

• Or, emailed prior to first game.

• Roster locks on first pitch of first game

 

Illegal Players

• Forfeit all games (0–7)

• Player removed from tournament

• Age cutoff: April 30

 

INSURANCE

• Certificate must be uploaded prior to first game

FLIGHTS

• Some divisions will split into Gold/Silver brackets

• Based strictly on pool play results.

• In the event you seed against your own organization, no exceptions will be made. Please consider this when entering the tournament.

 

RUN RULE

• 10 runs after 3 innings

• 8 runs after 4 innings

• No extending games to manipulate tie-breakers.

 

PITCHING RULES

• 9u–12u: Max 18 outs (event total)

• 13u/JV: Max 21 outs

 

Key Rules

• Pitchers exceeding 9 outs in pool play are ineligible for bracket play

• Double play exception applies if it exceeds daily limit

 

Tracking

• Both teams sign pitching sheet after each game

• Home team is responsible for record keeping and submits sheet to concession stand after the game.

 

Additional Rules

• 2nd mound visit in same inning = pitcher removed

• Removed pitcher may not return to pitch in same game.

BATTING ORDER

• Minimum of 9 players

• Missing spot = automatic out

• Injury exception: lineup condenses (no out recorded) – Player is ineligible to play the remainder of the game in any capacity if skipped in lineup.

 

DEFENSIVE SUBSTITUTIONS

• Open substitution

• No reporting required unless batting order changes

 

PINCH RUNNERS

• No courtesy runners

• Coaches be prepared to warm up pitchers to keep the game(s) moving.

7u/8u COACH PITCH SPECIFIC RULES

Base Running

• No leading

• Leaving before pitch crosses plate or batted ball:

  • 1st offense: warning

  • 2nd offense: out

• Early leave + ball put in play: max 1 base per runner.

Coaching

• All coaches may communicate with batter, including pitcher.

Pitching

• Max 5 pitches

• Fouls after 5th pitch = additional pitch

Scoring

• Max 5 runs per inning

• Final inning: unlimited

  • Umpire has discretion to declare last inning due to time if necessary and possible.

BATS

• Must have:

  • USSSA 1.15 BPF stamp OR

  • USA Baseball stamp

  • Wood

• No banned, altered, or shaved bats

 

GAME BASEBALLS

• Tournament provides first 3 balls

• Teams supply additional balls if needed

• Home run balls must be replaced by team that hits/keeps that baseball

• Leave provided balls on field after game

 

EQUIPMENT

• 7u–12u: Rubber cleats/turfs only

• 13u & JV: Metal spikes allowed

 

AVOID CONTACT RULE

• No intentional contact (umpire discretion)

 

SKUNK IN THE OUTFIELD

• Not a legal play.  Dead ball.  

 

PROTESTS

• Judgment calls cannot be protested

• Pitching violations may be protested

  • We strive for good sportsmanship so we ask all coaches to bring any pitching violations to light before they become a violation if possible.

• An official protest requires a $100 deposit and must be declared before the game has ended.
